Universal Access and Service Fund
Mandate

The Eswatini Communications Commission (ESCCOM) is responsible for ensuring universal access to reliable and affordable electronic communications services and ICTs for all Emaswati through the Universal Access and Service Fund (UASF), as mandated by the Electronic Communications Act, 2013 and regulated by the Electronic Communications Universal Access and Service Fund Regulations, 2016.

Our Committee

The UASF is managed by the Universal Service Committee, appointed by the Minister of ICT under Section 30. S24 of the Electronic Communication Act of 2013, to formulate, execute, and monitor strategic plans, promote universal service, and access goals, designate licensees for universal service obligations, and oversee the management, administration, budget, monitoring, and evaluation of the Fund.
